Woodside Energy Ltd (Woodside) is submitting a 5-year revision of the Okha FPSO Operations Environment Plan in accordance with the Offshore Petroleum and Greenhouse Gas Storage (Environment) Regulations 2023 (Cth).
The Okha floating production, storage and offloading (FPSO) facility is located in Commonwealth waters approximately 104 km from the closest coastline and approximately 119 km northwest of the town of Dampier, Western Australia. The facility commenced production in 2011 and produces oil and gas from the Cossack Wanaea Lambert Hermes (CWLH) fields. The Okha FPSO is located in production license WA-11-L in approximately 80 m of water over the central area of the Wanaea field. Wells and subsea infrastructure associated with the Okha FPSO are located in production licences WA-9-L, WA-11-L, and WA-16-L in water depths up to 129 m. The Wanaea Cossack gas export line (WC GEL) exports natural gas from the CWLH fields and operates under pipeline licence WA-4-PL. Water depths along the WC GEL vary from approximately 80 m the eastern end (at Okha), to approximately 125 m the western end (approximately 32 km west of the FPSO).
The Okha FPSO facility is designed to separate, process, store and offload oil, as well as export gas. Activities at the facility include offtake of oil to trading tankers, and transport of export gas via the WC GEL. The production system comprises subsea wells and infrastructure (e.g. wellheads, xmas trees, manifolds, umbilicals, flowlines, and risers), as well as the riser turret mooring (RTM) system.
The activities proposed to occur within production license WA-9-L, WA-11-L, and WA-16-L and pipeline license WA-4-P include:
• Routine and non-routine operations of the Okha FPSO facility, including oil storage and offloading.
• Routine and non-routine operations of the subsea infrastructure associated with the Okha FPSO facility, including the export of natural gas via the WC GEL.
• Routine and non-routine inspection, monitoring, maintenance and repair (IMMR) of the Okha FPSO and associated subsea infrastructure.
• Routine and non-routine support activities including, but not limited, to support vessel operations and helicopter operations.
• Disconnection and sail-away of the Okha FPSO with the RTM and subsea infrastructure remaining in place.
The Okha FPSO facility operations will operate 24 hours a day for the 5-year duration of this EP.
