This EP is for Phase 2 of the Basker Manta Gummy (BMG) Decommissioning Project. The BMG subsea oil (light crude) development is located entirely within Retention Lease VIC/RL13 in Commonwealth waters. The development lies in water depths circa 135 m – 270 m, approximately 50 km from the Victorian coastline, south of Cape Conran. The project ceased production in 2010 and the FPSO and buoyant infrastructure were removed in 2011. A petroleum safety zone surrounds the remaining facilities except for the trenched sections of the Basker-6 flowline and Basker-6 umbilical (gazettal A443819). The project is subject to General Direction 824. The project was not a controlled action under the EPBC Act (see referral 2005/2026 http://epbcnotices.environment.gov.au/_entity/annotation/bbb3798a-c568-e511-b93f-005056ba00a7/a71d58ad-4cba-48b6-8dab-f3091fc31cd5?t=1657697720891) Decommissioning of the remaining infrastructure will occur in phases. The Phase 1 EP was accepted by NOPSEMA in April 2022 and the WOMP in June 2022. For context, Phase 1 involves the P&A of 7 wells, flushing of flowlines and removal of well related infrastructure. Phase 2 (this EP) involves: - Field management of remaining infrastructure from completion of the P&A campaign until final removal and monitoring is complete (this EP is to supersede the currently in force Gippsland Operations EP, via revision to the Gippsland Ops EP to remove reference to BMG). Includes provision for small inspection and monitoring campaigns (circa 7-days) - Removal of well related infrastructure (as per Phase 1, however this is a contingency in the event that the infrastructure can't be removed during the P&A campaign as intended) - Removal of flowlines, umbilicals and any remaining infrastructure above the mud line (approx 22km of flowlines and umbilicals using an unspecified construction vessel over a 50 day campaign. To occur at any time of the year between 2024 and 2026. Includes de-burial of the B6 umbilical and flowline. The methodologies for removal of the lines will include either reverse reel, lift and cut or a combination thereof. - Seeking approval to leave in-situ the manifold suction pile below the mudline that is fully buried and technically not feasible to be removed. Decommissioning activities will be completed by the end of 2026 in accordance with Direction 2 of General Direction 824, and all post-decommissioning activities (e.g., monitoring) are also expected to be completed by the end of 2027 (in accordance with Directions 4 and 5 of General Direction 824). |
